Structural Funds

We are currently amid the European Structural Fund Programmes for 2007-13. 

The Scottish Government is the Managing Authority for the Programmes in Scotland and two organisations have been appointed to assist with the administration of the Programmes. These organisations are known as Intermediate Administration Bodies (IAB):

      • For Lowlands & Uplands Scotland (LUPS) area, the contract has been awarded to ESEP Ltd.

      • For the Highlands and Islands (H&I) area, the contract has been awarded to the Highlands
        and Islands (Scotland) Structural Funds Partnership Ltd.

There are two Programmes for Lowlands and Uplands Scotland and contained within each programme are priorities.

      • The European Social Fund (ESF) Programme

            o ESF Priority 1 - Progressing Into Employment
            o ESF Priority 2 - Progressing Through Employment
            o ESF Priority 3 - Improving Access to Lifelong Learning

      • The European Regional Development Fund (ERDF) Programme

            o ERDF Priority 1 - Research and Innovation
            o ERDF Priority 2 - Enterprise Growth
            o ERDF Priority 3 - Urban Regeneration
            o ERDF Priority 4 - Rural Development

 

WoSCoP Colleges are predominately involved in the LUPs Programmes and this current Programme is likely to be the last major programme for lowland Scotland.

With regard to Structural Funds, WoSCoP’s role is to provide support to its member colleges in identifying, accessing and managing grant funding from the European Union, and other sources. The company also provides support for verification & compliance and audit visits conducted by the Scottish Government, the European Commission and the European Court of Auditors. In the course of this function, the company provides advice to its members about policies and procedures of the European Structural Funds and provides a representative role for members, and the college sector, in all fora (forums) identified to enable that function.
